Evasion Improvement; Why can't stats improve hit chance?

To me it feels wrong that there is a group of 3 moves that every Pokémon must have at least one of them to stand any chance, especially if many can't/have problems learning any, especially if TMs are scarce / non-existent / not the ones you are looking for.
Moves like Sand-Attack and Double Team exist to counter those moves or just further lower reliability. Not just that but some moves damage AND can lower Accuracy meaning they can take part in the Hit Chance Arms Race while still weakening the opponent.
Also, what of Taunt, if a defensive (or any that puts enough into the necessary stats) Pokémon uses it you are reduced to whiffing with all but your weakest moves.

I don't know if I support using stats to increase accuracy, but I think man of you are confusing the Atk stat for undiluted power. Take Granbull, he has a respectable 12 Attack, but a power of 3, so he isn't some macho weightlifter like Machamp (Atk 13, Power 8). For pokemon like Machamp it probably is simply power, pure and simple, but for Granbull it seems to be more of a technique.

Also IF Atk is used to better accuracy, can be flavored as adding feints, analyzing and predicting their movements, aiming a little to the right because thats they way the opponet will probably move.

Just my 2 cents.
