Again, therein lies the problem, I don't think that all good things should have to result from features, as that kind of takes gear mechanics and throws them out the window

But all good gear is crafted through the use of features. Find something good in this system not obtained through a feature somehow other than Species Specific Held items.

Master balls are not crafted through any feature. Granted they can't be bought or anything like that, but still. And, if items that would change how a class works, or made that class more efficient, it would add even more depth to character customization, and, the dm's ruling on some things is also important, for instance, if I made an alternate type to the Porta center, it would be restricted as well and the porta center couldn't be owned by the same medic, as, they are government controlled items, and are seriously restricted/tracked

You just compared your item to a Master Ball when trying to say it shouldn't be a feature. A Master Ball. Possibly the most unbalanced thing in Pokemon. There is a reason there is only one. (Although it is possible to fail catching a Pokemon with one in PTTA)

And government restrictions are (no offense) a terrible way of saying you can only have one. What if the party is a band of criminals? Why wouldn't they just steal a bunch?

And items do exist. Look at Weapons, Armor (Homebrew, but still there), Amulets, Pokeball Modifications, Lucky Tailor... The list goes on and on. But every single one of these is something obtained through a feature.

Again, I'm not comparing it to a master ball, you asked for an item that wasn't produced through a feature, and I supplied one, however, I'm not going to respond to you any further on this particular item Arcran, it's eating up pages of topic space, and will go no where, as you refuse to budge on your stance of things being only one possible way.

Alright. I'll leave this topic. I wish you would take my points into consideration, but I understand if you are set in trying to make this and item when it should be a feature. It is your Homebrew after all.

I think the PPC should be a requirement for a feature and that only trainers with the feature would be able to use it properly/legally.

If you look back at the games and the series, the only people who were able to provide healing this way were Scientist at labs and Nurses at the Pokemon Center.

In Black and White, you can sometimes meet a Doctor (usually in caves) who can fully heal your party.

Again, that's why it's restricted to medics, and I may add a feature for the medics that allow that and a few other things, but, at this point (aka hind sight, 20/20) I'm starting to agree with both Arcran and yourself
