Again, it has limited number of uses, I can see what your saying, but, it can't be used on trainers, only on their mons, and, PokeCenters could charge them for the ability to recharge it

10 uses for full heals? This is stronger then most of the Medic's features combined. Sure they get charged, but that is insane. I strongly oppose this item.

So, it's a 'I don't like it so I won't be constructive just gonna say it's to strong and should be a feature not an item, and won't budge on this' meaning, your not trying to be constructive, and, your forgetting, with an average party of four, that means it's basicly only 2.5 full team heals, which, from what I've been through, we needed in less than a single day of in game time

No, I'm trying to be constructive by saying that the item is OP and should not exist. For a Medic to do an equivalent healing would cost approximately 1900 for each Pokemon, possibly less is they aren't badly injured or more if they are hurt worse or had multiple status conditions. It is an instant Full Restore+Max Ether. That costs 2000 to use and takes two rounds. This is 10 of those. You can spam this in combat and have an unstoppable team. It is OP. If you want a simlair effect make this a feature that allows the use of more than one Medic feature in a round. I'm trying to give feedback and you are not taking it into account at all.

Except how would you pull out, set up and use the machine, as it may be portable, but that doesn't mean it can be used instantly, and even if it were already set up, it would just paint a big target on the medic

By your item definition it can be used in combat. It doesn't say anything about the time it takes to heal.

Edited the 'seed packet' it's a one seed per packet, but the cost remains the same

Thank you, that is much better.

Now we get into the fun item stuff! Make it a lottery type seed deal with a random seed that the Botanist does not know until it grows. Definately not required for it, but adds a little bit of chance.

Yes, but that could bite some one in the ass rather easily, and my buddy who play's a medic likes the idea of the portable pokecenter style device, since, it'll mean he's not always broke from using his abilities, which, the medic class rather punishes the player for having

It's an expensive class. Maybe give him a feature that allows him to cut half the cost? The fact is that the item should be a feature if anything.
