I didn't see struggle mentioned in rule books (I did a search in all 3). I was wondering what options a Pokemon should have if they have no usable or damaging moves.

In my campaign, a player who started with ralts was virtually helpless against a pack of poochyena. So if anyone has a suggestion for struggle... Or should I check PTU, I know it has it.

You could give a Pokemon Tackle, Scratch, Pound or any of the Normal-type low level At-Will attacks. As a GM, you can change the rules in order to improve your players' experiences.
