Is there a tool that exists for quickly making high level trainers and pokemon? If not that's ok; you guys are already a great resource! But I am hopeful :)

It's out-of-date but I use this to quick-generate Pokemon a lot of the time. The change in versions isn't even a huge deal nine times out of ten. http://www.ptu.panda-games.net/

Trainers, if you want them to be high level but not necessarily covered in fancy abilities, could always have the stats/HP or a higher level, and a heck of a lot fewer abilities focused on what you think they should have to fill the plot role. Or, build a super-generic character once using like 3 basic classes (ie Hobbyist, Capture Specialist, Ace Trainer or whichever it is) and just reuse the sheet for multiple NPCs.
