Troubleshooting homebrew contests and starters; Looking for homebrew advice.

I'm looking to run a Pokémon Tabletop game and there are two things I want to try to homebrew- non starter pokemon being starters and anime style contests. Any advice is appreciated.

For the starters, I was kinda inspired by the anime where a trainer's starter/partner can be almost any base pokemon, so here's what I've got-

Requirements:
must be in its base form
can't be or have moves higher than a regular starter (except egg moves)
can't be legendary
Must be plausible given trainer backstory
Higher rarity = higher poucher likelihood

As for the contests, I'd really like to do anime style contests as well (I just find them more interesting). But the only rules available are game style contests with appeal rounds. Here's what I'm thinking:

In the appeal round, moves are given a d20 on degree of sucessful or failure and d6 are rewarded for the degree of success. So like the d20 rolls an 18 and the trainer gets 3d6. The roll of the d6 determines the full score.

Combat round works the same as usual with literal a 5 minute timer and trainer rules an extra d12 to determine appeal points. If both pokemon are still standing at the end of the timer, the most appeal points wins.

I can't speak for contests, but I'm like, 75% sure the book says you could get away with almost any 3-stage Underdog pokemon as a starter. Just stay away from Steel types unless you're starting them off in a volcano town.
