Its a game about pokemon, not the trainers so lets address that. Here is a homebrew to bring the focus to them little pocket beasts.
The idea of this is to give pokemon the spotlight without total making the trainers a blank face.

Spoiler: click to toggle

Easy Trainers

Stats:
Trainers do not have stats like pokemon. No Hp, atk, satk def, sdef or speed.
Trainers can take light hits without any problems, be this a punch from another person, a tackle attack or a scratch. Things like Ele Shocks, Flamethrowers and Icebeams will hurt but just leave them slightly blacken.
Heavy hits will send them flying and/or knock them out. This being hyperbeam, being hit by a car, thunderbolt ect.

Skills:
All Skills have a 4d skill stats, these can be improved with leveling up.
Feats and edges from the book don't really exist anymore

DifficultyDifficulty Number
Very Easy
Easy
Moderate
Difficult
Very Difficult
Heroic
1-5
6-10
11-15
16-20
21-30
31 +

While it is not possible to roll Heroic up two dice can be added with if situation is right.
example:
Looking up a legendary pokemon in its temple will give both dice and perhaps a extra reroll (see below)
Helping: Two Trainers can work on a task, dropping the dc by 1-4 points. Both Trainers will have to make the roll for it to work.

Turn order:
Trainers take their turn the same time as their pokemon.
Sending pokemon out
Wild battle: the pokemon will wait for the trainer to send out their pokemon before they attack. An aggressive pokemon may attack the trainer, but it will treat any controlled pokemon as their target
Trainer Battle:
Normal NPC: The normal run of the mill mob member, hiker, boy in shorts will summon their pokemon first
Rival : The Rival level NPC or other PC will summon their pokemon at the same time as the trainer.
Gym Leader: The Gym leader or NPC boss will summon their pokemon after the trainer

Controlling Pokemon
The player can control a number of pokemon equal to the number of target. In a double or triple battle they can use two or three.
In the wild the amount of wild Pokemon must be matched or less then trainers: Ie 3 PCs can use 2 pokemon each vs 6-8 wild pokemon. Once til number drops to under 5 one pokemon from each trainer will pull back.
The Trainer can act on each of their pokemons turns.

Movement
Trainers can move and swim 5. They have a 1/1 jump.
Pokeballs auto hit, but capture chance still is needed to be rolled.

Leveling
Trainers level up with milestones only. There is no top level. [Orders] [Stratagem] [AP] No longer exist.
Trainers can pick 3 different Skill Specialist to start with

With a level up they can pick from a list:

Skill Specialist: Pick a Skill, this skill can be leveled up 2 times. One dice can be rerolled per level when rolling this skill.
Skill specialist can stack.

For Example::
Pokemon Knowledge can be level 2
Fire Pokemon Knowledge can be level 2
Charmander Line can be level 2
Pokemon Charmander can be level 2

So if the trainer wants to know about Squirtle he will be rolling 4d6 with 2 rerolls. If he wants to know about Charmander he will be rolling 4d6 with 8 rerolls.
The Trainer may just want to have :
Pokemon Knowledge can be level 1
Pokemon Charmander can be level 2

As such when rolling for charizard she will only be rolling 4d6 with 1 reroll

Example of skills:

Myths
Programming
Repair mechanical
First aid
Doctoring
Pokemon Vet

Gyms
Gyms- Fire
Pokemon League
Law

Elemental ignore:
This skill has no limit to how often it can be leveled, this can be used once per day per level.
Trainers Pokemon that is attacking or being attack can ignore weakness and resistance, this cannot be used for immunity (normal vs ghost)
Go, Fight, Win!
Max Level 4 this can be used once per day per level.
Your Pokemon heals 1/4 of its hp and combat stage is set to 0 is its negative
