If your game takes place in the canon world, it would be nice if there was an actual list of locations that meet the 1.5 mile (7,920 foot) minimum height for evolving Magneton/Nosepass.

It's a little easier if you have a Pokémon who can fly you places, but if you don't, then you're forced to travel by land and sea as you make the trek toward somewhere specific to help your Pokémon evolve.

In Kanto, Johto, Hoenn, Sinnoh, Unova, and Kalos (and even Alola if you can), what are the locations to which a player could travel in order to be at the appropriate height and stay there long enough to train their Pokémon without running into any of the complications of high altitudes, such as intense sunlight, cold winds buffeting from every direction, and breathing difficulty due to so little oxygen in the air?

Kanto/Johto: Mount Silver
Hoenn: Sky Pillar breaches the cloud layer, the volcano looks tall enough when soaring in ORAS.
Sinnoh: Mount Coronet, as in the games.
Unova: Twist Mountain's the only notable thing, but doesn't seem high enough. Black Tower?
Kalos: No named location high enough.

Summary: Unova and Kalos (and if you're keeping the first two separate, Kanto) trainers may have to do weird things to get their Magneton or Nosepass to evolve. Like, say, using a flight with Skyla to evolve?

Just as a note, Mt. Silver is based on Mt. Fuji which reaches more than 12,000 feet, so other locations like Mt. Mortar and Mt. Moon in Kanto and Johto may also work perfectly well. I'm tempted to guess that no particular region in New York reaches high elevations, but Japanese mountains it should be relatively common ... Even if you went New York State, the highest elevation looks around 5,344 feet. Unfortunately I've only found a canon location for Mt. Silver from Johto/Kanto, but there are a decent number of mountains in Japan in general that qualify, if you can pin their geographic location into a Pokemon region: https://en.wikipedia.org/wiki/List_of_mountains_and_hills_of_Japan_by_height
(There is a Mt. Mortar in Japan, but it is unrelated to the Pokemon Mt. Mortar's location)

As someone living at 4,500 feet, you are probably going to have to deal with intense sunlight and breathing may be somewhat difficult if not used to high altitudes, but you may be overestimating the challenges of altitude slightly. Something like climbing Everest reaches over 29,000 feet in altitude, and has far greater challenges than 1.5 miles ... Most people can ascend to 8,000 feet without more than minor difficulties, but still might have trouble with rapid ascent (something to be worried about if you are trying to use a flying Pokemon to get altitude). Mountain ski resorts are likely to be at around 6,600 feet, if there are places in Pokemon canon that fit that ... see if you can go up from there.

PTU having it be based on elevation is a little odd, really: based on those pokemon's dex entries and the locations where they can evolve in the games (in Kalos' case the wasteland near the power plant, for example), it's pretty clearly based on those locations having high background magnetic fields. I'd guess that wasn't used because it's hard to quantify in a way that'll mean much to most people, but it comes down to "places the GM says count as qualifying" either way. In any case, thanks to remakes, every region has a location established for these guys to evolve if you take this alternative approach, just look up Magnezone on Bulbapedia...except, surprisingly, Kanto and Johto - there's no way to evolve them in Heart Gold, you have to trade one from Diamond. By the Magnetic Field logic I'd say the Kanto Power Plant probably seems fair? And possibly Mount Silver for Johto, as Eisen suggested for elevation. If Mount Coronet works, then one mountain may be as good as another (unless the idea behind the high magnetic field on Mt. Coronet is something to do with the Spear Pillar).

You can always just homebrew it. Have it based on elevation, strong magnetic fields, and/or ties to magnetism/electricity. Power plants, iron mines, mountain tops. In Gen 5 it was a cave that allowed them to evolve, so I don't think it should be completely restricted to elevation.
