BST (Base Stat Total): Any lists? Also, system to choose starters by

As the topic suggests, I'm looking for a list of pokémon by BST to make a simple starter-choosing system. My initial idea is to have my players pick from underdogs until the sum of the stat totals of all chosen pokémon is 75 or less. I'd appreciate links to a list and comments/criticism on the idea itself.

As an example, a player would be able to pick:

4 Sunkerns (BSTT 72)

or

1 Sunflora and 1 Sunkern (BSTT 63)

or

3 Swinub (BSTT 75)

But not 2 Sunflora, because the BST total (redundancy ftw) would be 90.

Base stats in PTU are those of the Pokemon's in-game stats divided by 10. That in mind, you can use Bulbagarden to sort by base stat total.

That said, this seems like a strange way to pick starters. Plenty of Pokemon become much stronger when they evolve, they're not going to stay in their Underdog forms forever. If you wanted to balance by net BST, you should be doing it by fully evolved forms.

More generally, any Pokemon that evolves twice by level 35 or so and has a final BST of about 530 is a suitable starter. Magnemite, Mareep, Shinx and Ralts are good picks. Aron, Swinub or Spheal aren't bad either, nor is Axew, but they evolve noticeably later than standard.

I understand the concerns raised in the context of a traditional gym challenge campaign, but this is more meant to let people choose a bigger number of starting pokémon to compensate for not picking powerhouses. I have no illusions of trying to keep starters balanced without a strict list, and won't try to. There are other ways to compensate for this once the campaign is started.

The game leans more towards having starter pokémon with useful capabilities than having pokémon that are strong in combat as the norm, even if combat will be common once events push the characters into battle with others and the wild.

The criticisms I'm more likely to change the system for are those that remind me of "smart" choices players could make to get something past me, or something I overlooked while thinking this up.
