One point of contentions in PTU is that ranged attacks are usually at an advantage due to increased threat range, freedom in who they attack, and being able to avoid numerous anti-melee abilities and area debuffs (looking at you pressure)

I was interested in brainstorming ways to help this.

One was allowing one to use disengage as a free action before a melee attack. This helps the threat range and freedom of target slightly. But I'm not sure what it would require regarding max movement in a turn, pass attacks, or that it would change enough to even bother putting into the rules.
