Regarding Arcane Weapons- what specifically constitutes an Arcane Weapon? Is it any Alchemically-created Weapon like the examples in the book, or is it just Weapons that grant a Special Attack deriving move?

It's a weapon that bases its struggle attacks on Special Attack and uses Occult to calculate the damage of said struggles instead of Combat.

Beyond that, they can be anything - MAGIC SWORDS to pew pew laser guns to your standard staff - as long as they follow the same guidelines regular weapons do.

So, from the GoT book- Blood Scythe would not be considered an Arcane Weapon? It would be a regular weapon, though Alchemical in nature?
