Commander's Voice: Bug or Feature; Is this working as intended?

Commander's Voice is extremely powerful and comes in pretty cheap and early with very little in the way of requirements.
As written, it also interacts with certain orders very... weirdly.
Take The Cheerleader's "Go, Fight, Win!" for example. Go, fight, Win ordinarily takes both a Standard Action and a Swift Action to pull off but through Commander's Voice, it can be shortened down to a Swift Action or a Standard Action when issues with a second order.
Is it supposed to be capable of doing that? My understanding was that it was intended to double the action economy by getting off a second order simultaneously which is already a powerful bonus but doing that while also shortening the time to a standard action seems like an oversight.

The way it's SUPPOSED to work is that you can essentially do one of two things

1) Use your Swift Action to pay the Standard Action cost for an [Order]
2) If you give an [Order] as a Standard Action, you may waive the Standard Action cost for an [Order]

This essentially means that for things like "Go, Fight, Win!" or Focused Command, you're -always- going to be spending both your Swift and Standard Actions. You can't take option #1 with these Orders because then you don't have the Swift Action to pay, but you can take option #2 and layer a different [Order] on top of that.

So for example you could use "Go, Fight, Win!" and use Brutal Training as an [Order], and doing so would cost you a Standard + Swift Action.
