My point still stands. Cruelty only deals an additional injury and a little extra damage, which is a drop in the bucket compared to what the gun does normally.

I’ve run some probabilities based on how many injuries average attacks deal to average targets of every level from 1 to 50 and compiled the results at 11 ranks: Level 1 and every interval of 5 thereafter. I’ve compared the number injuries dealt by average attacks at Damage Base 4, 8, and 12, using the handgun, the Razor Fang, and the Cruelty Ability.

On average across all levels, if you are being knocked out by an opponent the following is true:
You average 4.2 injuries from the Handgun, and upwards of 4.7 if the target uses armor.
You average 2.8 injuries from the Razor Fang at DB8, and upwards of 3.3 if the target uses armor.
You average 3. injuries from Cruelty at DB8, and upwards of 4.5 if the target uses armor.
You average 3.8 injuries from both Cruelty and Razor Fang, and upwards of 5.3 if the target uses armor.
You average 2.3 injuries from the Razor Fang at DB12, and upwards of 2.8 if the target uses armor.
You average 3.1 injuries from Cruelty at DB12, and upwards of 4.6 if the target uses armor.
You average 3.3 injuries from both Cruelty and Razor Fang, and upwards of 4.8 if the target uses armor.

This means that across all levels, the Handgun is the most dangerous of the above items, dealing roughly one more injury per encounter than the average.
If the target is using armor, the Handgun is the third most dangerous of the seven weapon combinations, dealing roughly .5 more injuries than the average.

These statistics are for one-on-one battles, and it is worth noting that the danger of Cruelty becomes exponentially greater as the quantity of enemies goes up: In the first round of combat, Cruelty by itself is four times as likely as the Handgun to cause an injury, and five to six times more likely if the target is wearing armor.

To bring the Handgun into the average, it would have to increase its on-hit requirement by +1 or +2, but I would be free to increase its DB to as high as 10 before it violated any other injury averages.

Another way of looking at this is that Cruelty and Razor Fang are not that bad.

Poison and Toxic, % Health Damage (Wrap, Sandstorm, Leech Seed), and other sources of % Health damage are there to deal with walls. If your player is going to whine because his nigh invulnerable tank has weaknesses, then you should point out that nobody lives forever.

That said, armor warps under pressure, and has openings. In the anime I've seen a razor leaf from a bellsprout slice through a rock without slowing down. If you want to tell me something with Wrap or Bind can't crush someone's armored limbs or torso, I'd laugh at you.

Cruelty MA need only bend his joints the wrong way (something easily do-able, even in armor) and there's an injury. To top this off, more than one martial style has been designed around fighting armored opponents.
