I'm kind of being silly, but I think this kind of thing might spark some cool ideas for HMs as equipment.

I was mainly going off the idea that these were items that could grant their user the ability to use the actual move, and Surf, at least in the video games (haven't checked what it does in the tabletop game), involves summoning a giant wave of water. Not something easily replicable, even by Poke-Earth's oddly advanced technology's standards. Still, though, if you're willing to leave summoning improbably tsunamis to your Pokemon, you could always travel in style on your own personal...
