So how do move tutors actually learn how to teach the moves Fire Pledge, Grass Pledge, and Water Pledge? The Tutoring feature requires a trainer to either know the move themselves or a move known by three of their pokemon. However pledge moves aren’t learned naturally by any pokemon, and there aren’t any trainer edges or features that teach pledge moves.

I just realized that Draco Meteor, Blast Burn, Frenzy Plant, and Hydro Cannon also have the same problem. In addition, it seems impossible for Meloetta to learn Relic Song and Keldeo to learn Secret Sword.

For Meloetta and Keldeo it seems simple enough to just add their associated moves to their standard movelist. For the other moves I think there should be some sort of trainer feature/edge that lets them teach one of these moves to a pokemon (probably costing Tutor Points, of course).

Well...do you have a PC who wants to be doing this? The console games and PTU do have quite a few differences, so it's possible that Arceus just blessed someone or a group of Pokemon with the move and then that guy went around teaching Tutors how to do it. So, unless someone's looking to do this as a player with only features, edges and such, then yeah that's a problem. Otherwise, it is possible - but why it works in each setting will be different.

Here are two possibilities:

1. Simply handwave new requirements. Previous teachers of these Moves may pass their knowledge on to apprentices, or Trainers might be able to learn to Tutor these Moves through intense study. Or like JBPuffin said, certain Trainers may simply be blessed by a Legendary Pokémon with the ability to tutor certain Moves, particularly the Trainers in charge of Meloetta and Keldeo's Moves.

2. Remember that Mentor can use Move Tutor to teach any Tutor Move, inclusive of the Pledge Moves and other unique Moves. Photographer can do this as well with Photo Tutor and access to the appropriate Pokémon. If you want to adhere strictly to the prerequisites laid out in the core book, you may have the specialized Tutors for Pledge Moves seek out Mentors to teach their Pokémon the Pledge Moves. It probably makes sense that a Pledge or Elemental Hyper Beam Tutor has a lot of "starter" Pokémon after all.

Oh wow, I completely forgot about the Mentor’s move tutor feature. Thanks castfromhp! That pretty much solves everything! :D
