Evolved Memory clarification

So in a new campaign I stumbled across the poke edge "Evolved Memory", and there's between some confusion among the group how it works. Does the pokemon getting the edge have to be fully evolved, the edge working basically like a Heart Scale does in game, or can it be given to pre-evolved pokemon, giving them access to moves they wouldn't normally get through level up?

The Pokémon doesn't have to be FULLY evolved, but it has to have evolved at least once. And it's more restrictive than a Heart Scale - it only applies to Moves which the Pokémon learns naturally by level at a level under its evolution level.

In the next update, we're going to remove Evolved Memory and just make it so when a Pokémon evolves, they can automatically learn any new Moves from below their evolution level that their previous form couldn't learn without the need to pay TP.

So the example in the pdf is Munchlax and belly Drum, would Snorlax learn belly drum for 1 TP or munchlax? And would Probopass or Nosepass use TP to learn Magnet Bomb?

Snorlax and Probopass. The idea is you can't evolve a Munchlax into Snorlax until you're already past the level where it would learn Belly Drum. So to keep you from having to go find a Mentor just to learn that Move, you can just spend TP with a PokéEdge to get it.
