EXP and leveling up; probably a stupid question

I've been doing it my own way for a while, but the question was brought up so I thought I'd ask.

Does the experience chart display requirements for "To Next Level" experience or cumulative total experience?

Cumulative total - to get to level 10 from level 9, you need 10 Experience, not 90, for example.

Somewhat related question, in the Level Up department.

Remoraid learns Water Pulse Level 25. It evolves Level 25 Minimum to Octillery. Octillery Learns Octazooka Level 25. Does it gain both attacks at Level 25, or does it depend on if it evolves or not?

If things work as they do in the games, it will learn Water Pulse at level 25 as a Remoraid, and then, if it evolves at level 25, Octazooka as an Octillery. In other words, if the Remoraid evolves at level 25, it learns both Moves. If it evolves later than level 25, it will have to use Evolved Memory to get Octazooka. It'd still learn Water Pulse just fine, of course.

LoL, srsly? is it cumulative total?

Omg, in my game all the PC pokemon go to 0 EXP when they level up... Where is this explained in the handbook?

EDIT:

I have just read it... my PCs are going to kill me XD
